Job Description
Role Purpose
Lead and continuously improve the company’s HSE performance across the retail network (fuel stations, CNG, forecourts, car‑care, convenience stores, and distribution).
The role drives compliance with Egyptian regulations and international standards, reduces operational risk, and builds a strong safety culture among employees, contractors, and dealers.
Key Responsibilities
1) Compliance & Governance
Ensure adherence to Egyptian laws and regulations (e.g., environmental permits, hazardous substances, civil defense/fire codes, labor law) and local authority/site licensing requirements.
Maintain and improve ISO 45001 (OHSMS) and ISO 14001 (EMS) management systems; lead internal audits, corrective actions, and surveillance/recertification preparations.
Develop, review, and roll out HSE policies, procedures, SOPs, and permit‑to‑work systems across all retail sites.
2) Risk Management & Process Safety (Retail Focus)
Conduct and update risk assessments (HIRA/JSA), bow‑ties, and job safety analyses for fueling, tanker offloading, tank gauging, confined space entry, hot works, and working at height.
Lead process safety controls for storage tanks, piping, dispensers, vapor recovery, pressure relief, and electrical bonding/earthing; verify integrity through inspections and testing.
Implement and monitor contractor HSE requirements (pre‑qualification, onboarding, method statements, tool‑box talks, supervision).
3) Site Assurance & Inspections
Plan and perform station audits/inspections (housekeeping, ATEX/EX equipment, emergency equipment, signage, spill kits, firefighting systems, separators).
Track actions to closure; report trends and recommend engineering and behavioral controls.
Verify tanker fleet compliance (ADR-equivalent practices, driver competence, defensive driving, spill prevention).
4) Incident Prevention, Reporting & Learning
Lead incident/near‑miss investigations using root cause techniques (5‑Why, ICAM, TapRooT® style), issue reports, and drive corrective/preventive actions.
Champion HSE reporting pyramid/iceberg concepts to boost near‑miss, hazard observation, and unsafe condition reporting and learning (REX).
Manage statutory emergency response arrangements, drills, and coordination with local authorities and Civil Defense.
5) Training, Culture & Engagement
Deliver and track HSE training (induction, PTW, LOTO, confined space, working at height, spill response, fire warden, manual handling).
Coach site managers/dealers and supervisors on behavior-based safety, leadership walkdowns, and toolbox talks.
Lead campaigns (heat stress, driving safety, slips/trips/falls) and Safety Days.
6) Environment & Sustainability
Oversee spill prevention and response, waste management, water/oil separator maintenance, and air emissions (vapor recovery).
Monitor utilities, fuel losses, and product variance; support leak detection, tank tightness testing, and remediation.
Track environmental KPIs and statutory reporting; support sustainability initiatives (energy efficiency, solar, EV/CNG expansion).
7) Data, Reporting & Continuous Improvement
Maintain HSE dashboards (LTIFR, TRIR, near‑miss rate, audit closure rate, training completion).
Present monthly HSE reports to management; recommend risk‑based investments and CAPEX for safety improvements.
Digitize HSE workflows (inspection checklists, incident reporting, action tracking) where possible.
Requirements
- Qualifications & Experience
- Bachelor’s degree in Engineering (Mechanical, Chemical, Electrical, Petroleum, or HSE).
- 7–10+ years of progressive HSE experience, with at least 3–5 years in petroleum retail/fuel depots/CNG/LPG or equivalent high‑risk operations.
- Certifications: NEBOSH IGC (minimum); ISO 45001 Lead Auditor and/or ISO 14001 Lead Auditor preferred; OSHA/IOSH an advantage.
- Demonstrated experience with incident investigations, risk assessments, contractor HSE, and emergency response.
- Strong knowledge of Egyptian regulatory requirements and international best practices (NFPA/API/IECEx/ATEX concepts applicable to retail).
- Fluent English; strong report writing and presentation skills.
- Willingness to travel nationwide (40–60%).

- On‑call support for incidents and emergencies as required.
- Job Requirements

- Proficiency in financial modeling and forecasting tools.
- Advanced knowledge of MS Excel and ERP systems (SAP or Oracle preferred).
